SELLER BEWARE...!!!! PAYPAL CANT HELP!!!!!!!

I sold a person a car part and buyer did a chargeback with his credit card.Paypal took the money back and charged me $10 to look into the matter. I sent them the tracking to proof it was sent and delivered. paypal decided the case in my favor but held the money for some reason. they told me to wait i believe it was 7 weeks. I emailed after that. 2 days later they posted on the resolution details that the credit card gepany had appealed a day before the email. I emailed them back and asked why the money was held for two months "do you have a fortune teller that anticipated the appeal two months later?" No answer then they emailed me and said even though they had decided in my favor they could not get my money back. So i paid paypal $10 to tell me that it didnt matter if i sent it or not i was not going to get my money back. thanks alot paypal.
